Reform of mental health bill

The next steps in the outline of the reform of mental health legislation has finally been released by the government here in the UK. The mental health bill will be modernised and this is seen to be the biggest reform of this legislation since the 50's.
It will provide a stable framework to protect those with a mental disorder from harming themselves and others aswell as volunteering the right treatments for them.
The UK Government have accepted the following changes:
Guiding principles will appear on the face of the Bill, ensuring that they will be relevant to all aspects of the Bill and will aid in raising awareness.
An exclusion for substance dependency will be provided, therefore clinicians will not be able to treat people whose only disorder is a dependency to drugs and/or alcohol.
Patients rights will be heard and improved.
The victims of mentally disordered offenders will also get improved rights.
